Answer: Option D — All-India Services
Detailed Solution
Article 312 of the Constitution deals with the All-India Services, which are common to the Union and the States.
What Article 312 provides:
If the Rajya Sabha declares, by a resolution supported by not less than two-thirds of the members present and voting, that it is necessary or expedient in the national interest to do so, Parliament may by law create one or more All-India Services common to the Union and the States.
Parliament may also regulate the recruitment and conditions of service of persons appointed to these services.
The Indian Administrative Service (IAS) and the Indian Police Service (IPS) are deemed to be services created by Parliament under this Article.
The three All-India Services:
- The Indian Administrative Service (IAS), successor of the Indian Civil Service (ICS).
- The Indian Police Service (IPS), successor of the Indian Police (IP).
- The Indian Forest Service (IFoS), created in 1966.
Features of the All-India Services:
- The officers are recruited by the Union Public Service Commission (UPSC) through a common examination, and trained by the Centre.
- They are allotted to different state cadres, and serve both the states and the Centre.
- They are appointed by the President, and can be removed only by the Centre, after an inquiry.
- They hold key posts, such as District Collector, Superintendent of Police, and Secretaries in the state and central governments.
Why All-India Services:
- They help to maintain uniform standards of administration across the country.
- They provide a link between the Centre and the States, and strengthen national unity.
- Sardar Vallabhbhai Patel, the first Home Minister, strongly supported them, calling them the "steel frame" of the administration.
The All India Services Act, 1951:
Parliament passed this Act to regulate the recruitment and conditions of service of the members of the All-India Services.
Why not the other options?
- ✗The State Public Service Commissions, the Election Commission and the Finance Commission are dealt with by other provisions.
Quick tip
Remember: Article 312 = All-India Services (IAS, IPS, IFoS); created by Parliament after a Rajya Sabha resolution by two-thirds; Patel called them the "steel frame".
