Answer View answer ▾

Answer: Option C — 21st Amendment Act, 1967

Detailed Solution

The 21st Constitutional Amendment Act, 1967, added Sindhi to the Eighth Schedule of the Constitution, making it the 15th language in the Schedule.

About Sindhi:

  • Sindhi is the language of the Sindh region, which became part of Pakistan after the partition of India in 1947.
  • After partition, many Sindhi Hindus and Sikhs migrated to India, and settled in places such as Gujarat, Maharashtra, Rajasthan and Delhi; towns like Ulhasnagar (near Mumbai) and Gandhidham (Gujarat) were built for them.
  • Unlike most scheduled languages, Sindhi is not the official language of any Indian state, because its speakers are spread across many states.

Scripts:

In India, Sindhi is written in both the Perso-Arabic script and the Devanagari script.

Why it was added:

  • The Sindhi community demanded recognition of their language, to preserve their culture and identity, as they had no state of their own in India.
  • The inclusion of Sindhi showed that a language could be included in the Eighth Schedule even if it was not associated with a particular state.

The Eighth Schedule:

  • It originally had 14 languages.
  • After the addition of Sindhi in 1967, it had 15.
  • Later amendments added more languages, and the Schedule now has 22 languages.

Sindhi literature:

  • Famous Sindhi poets include Shah Abdul Latif Bhittai, the author of "Shah Jo Risalo", and Sachal Sarmast.
  • The Sahitya Akademi gives an award for Sindhi literature every year.

Sindhi community:

The Sindhi community has made important contributions to business, education and culture in India; well-known Sindhis include L. K. Advani, Ram Jethmalani and the industrialist family of the Hindujas.

Why not the other options?

  • ✗The 7th Amendment reorganised the states; the 71st and 92nd Amendments added other languages.

Quick tip

Remember: 21st Amendment (1967) = Sindhi added to the Eighth Schedule (15th language); 71st (1992) = Konkani, Manipuri, Nepali; 92nd (2003) = Bodo, Dogri, Maithili, Santhali.
