Answer: Option C — Elections
Detailed Solution
Part XV of the Constitution deals with elections to Parliament, the State Legislatures, and the offices of the President and the Vice-President.
Main provisions of Part XV:
- The Election Commission, which has the superintendence, direction and control of elections.
- A single general electoral roll for every territorial constituency; no person can be excluded from it on grounds only of religion, race, caste or sex.
- Elections to the Lok Sabha and the State Legislative Assemblies on the basis of adult suffrage: every citizen who is 18 years or older and not otherwise disqualified is entitled to vote.
- The power of Parliament and the State Legislatures to make laws on elections.
- A bar on interference by the courts in certain electoral matters.
Universal adult franchise:
- The Constitution gave the right to vote to all adult citizens from the beginning, without any qualifications of property, education or sex.
- This was a bold step, because many Western democracies had introduced universal suffrage only gradually.
- The first general elections (1951-52) were among the largest democratic exercises in the world at that time.
Election laws:
- The Representation of the People Act, 1950: deals with the allocation of seats, delimitation of constituencies, and electoral rolls.
- The Representation of the People Act, 1951: deals with the conduct of elections, qualifications and disqualifications of members, corrupt practices, and election disputes.
- The Delimitation Commission Acts provide for the redrawing of constituencies.
Electoral reforms:
- Electronic voting machines (EVMs), voter-verifiable paper audit trails (VVPAT), electoral photo identity cards (EPIC), and the "None of the Above" (NOTA) option (2013) have been introduced.
- Candidates must declare their criminal records, assets and educational qualifications.
- The Model Code of Conduct guides the behaviour of parties and candidates during elections.
Elections to local bodies:
Elections to panchayats and municipalities are conducted by the State Election Commissions, under Parts IX and IX-A.
Why not the other options?
- ✗The emergency provisions are in Part XVIII; the official language in Part XVII; and the services in Part XIV.
Quick tip
Remember: Part XV = Elections (Election Commission, electoral rolls, adult suffrage, election laws); local body elections = State Election Commissions.

This topic covers bodies set up under the Constitution, such as the Election Commission, UPSC, Finance Commission, Comptroller and Auditor General and the national commissions for Scheduled Castes and Scheduled Tribes, and statutory or executive bodies such as NITI Aayog, the NHRC, the CVC, the CBI and Lokpal. Questions often ask whether a body is constitutional or not, which article creates it, who appoints its head and for how long. For example, the CAG is appointed under Article 148, the Finance Commission under Article 280, and NITI Aayog replaced the Planning Commission in 2015 by an executive resolution.
