Answer: Option C — Chief Minister
Detailed Solution
The Chairperson and members of a State Human Rights Commission (SHRC) are appointed by the Governor on the recommendation of a committee headed by the Chief Minister of the state.
Composition of the selection committee:
- The Chief Minister, as chairperson.
- The Speaker of the Legislative Assembly.
- The state Home Minister.
- The Leader of the Opposition in the Legislative Assembly.
- In states with a Legislative Council, the Chairman of the Council and the Leader of the Opposition in the Council are also members.
Consultation with the High Court:
A sitting judge of a High Court or a sitting district judge can be appointed only after consulting the Chief Justice of the High Court of the state.
Composition of the SHRC:
- A Chairperson, who has been a Chief Justice or judge of a High Court.
- Members, including a serving or retired judge of a High Court, a serving or retired district judge with at least seven years' experience, and a person with knowledge of human rights.
Removal:
Although they are appointed by the Governor, the Chairperson and members can be removed only by the President, on the grounds and in the manner laid down in the Act.
Functions of the SHRC:
- Inquiring into violations of human rights relating to subjects in the State List and the Concurrent List.
- Visiting jails and other institutions.
- Reviewing laws and safeguards for human rights in the state.
- Promoting human rights awareness.
- Its recommendations are advisory.
Legal basis:
- SHRCs are set up under the Protection of Human Rights Act, 1993.
- Most states have set up SHRCs.
Why not the other options?
- ✗The Governor appoints the members but does not head the selection committee.
- ✗The Chief Justice of the High Court is consulted only for appointing sitting judges.
- ✗The Speaker is a member of the committee, not its head.

Remember: SHRC members = appointed by the Governor on the recommendation of a committee headed by the Chief Minister; removed by the President.
