Answer View answer ▾

Answer: Option B — Article 43A

Detailed Solution

Article 43A, added to the Directive Principles by the 42nd Amendment Act (1976), directs the State to take steps, by suitable legislation or in any other way, to secure the participation of workers in the management of undertakings, establishments or other organisations engaged in any industry.

Why it was added:

  • The aim was to promote industrial democracy, in which workers share in the decisions that affect their work and lives.
  • It was meant to improve relations between workers and management, increase productivity, and give workers a sense of ownership.
  • It reflected the socialist goals of the 42nd Amendment, which also added the word "socialist" to the Preamble.

Steps taken to implement it:

  • In 1975, the government introduced a scheme for workers' participation in management at the shop-floor and plant levels in manufacturing and mining industries.
  • Later schemes extended it to commercial and service organisations in the public sector.
  • Works committees and joint management councils were set up under various laws and schemes.
  • In 1983, a comprehensive scheme for workers' participation in the public sector was introduced.
  • However, the implementation has been limited, and there is no comprehensive law on the subject.

Other Directive Principles added by the 42nd Amendment (1976):

  • Article 39A: equal justice and free legal aid.
  • Article 48A: protection and improvement of the environment and safeguarding of forests and wildlife.
  • Article 39(f): opportunities for the healthy development of children.

Classification:

Article 43A is one of the socialist principles among the Directive Principles.

Workers and the Constitution:

The Constitution also prohibits forced labour and the employment of children in hazardous work, as Fundamental Rights.

Why not the other options?

  • ✗Article 39A deals with free legal aid; Article 48A deals with the environment; Article 46 deals with the interests of the weaker sections.

Quick tip

Remember: Article 43A (42nd Amendment, 1976) = workers' participation in the management of industries; Article 39A = free legal aid; Article 48A = environment.
