Answer: Option D — New Delhi
Detailed Solution
The first summit of the International Solar Alliance (ISA), called the Founding Conference, was held in New Delhi on 11 March 2018. It was co-hosted by Prime Minister Narendra Modi and French President Emmanuel Macron and attended by heads of state and government and ministers from many countries.
About the International Solar Alliance:
It was launched jointly by India and France on 30 November 2015 in Paris, at the 21st Conference of the Parties (COP21) of the UN Framework Convention on Climate Change (UNFCCC), where the Paris Agreement was adopted.
Its aim is to promote the use of solar energy and to mobilise investment in solar power, especially in countries that lie fully or partly between the Tropic of Cancer and the Tropic of Capricorn (the "sunshine countries"), which receive plenty of sunlight.
Its goal is to mobilise USD 1 trillion of investment in solar energy by 2030.
The Framework Agreement of the ISA came into force on 6 December 2017, making it a treaty-based international organisation.
In 2020, the ISA's membership was opened to all UN member countries.
Its headquarters is in Gurugram, Haryana, at the campus of the National Institute of Solar Energy (Gwal Pahari). It is the first international organisation to have its headquarters in India.
Its key initiatives include "One Sun One World One Grid" (OSOWOG), which aims to connect solar power grids across countries so that the sun's energy can be shared around the world.
The ISA Assembly is its highest decision-making body, and the President of the ISA Assembly is chosen from member countries, with India as the permanent co-chair along with France.
Why not the other options?
- ✗Paris is where the ISA was launched (COP21, 2015), not where its first summit was held.
- ✗Gurugram is the location of the ISA headquarters.
- ✗Abu Dhabi is the headquarters of the International Renewable Energy Agency (IRENA).
Quick tip
Remember: ISA = launched at COP21 Paris (30 November 2015) by India and France; first summit = New Delhi (11 March 2018); HQ = Gurugram; IRENA HQ = Abu Dhabi.

Firsts in India & World — Preparation
This question tests your understanding of Firsts in India & World, a key topic in the General Knowledge section. The detailed solution above uses a step-by-step approach to show the reasoning, and where available, a shortcut that helps you solve similar questions in under 90 seconds during the actual exam.
This topic covers the first persons and events in India and the world: the first Indian to win a Nobel Prize, the first woman to hold major offices, the first to climb Everest or reach space, and India's first institutions, newspapers, railways and satellites. It also covers the largest, longest, highest and smallest records in India and the world. These are pure memory questions, so revise them as short lists by theme: first women, first in sports, first in science and space, and first in governance. Be careful with the exact wording, such as 'first Indian' versus 'first person of Indian origin', or 'first woman President' versus 'first woman Prime Minister', since options are often designed to exploit this. Practise the firsts in India and the world questions below, written in the style of the general awareness sections of exams such as SSC, banking, railways, CUET GAT, MAH CET and CLAT. Each question comes with a detailed explanation that adds related facts, so every question helps you revise more than one point.
