Answer View answer ▾

Answer: Option C — 2015

Detailed Solution

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship skill development scheme of the Government of India. It was launched on 15 July 2015, which is also observed as World Youth Skills Day, as part of the Skill India Mission. The scheme is implemented by the Ministry of Skill Development and Entrepreneurship (MSDE), set up in 2014, through the National Skill Development Corporation (NSDC).

The aim of PMKVY is to enable a large number of Indian youth to take up industry-relevant skill training that will help them get better jobs or start their own businesses. Its main features are:

Short-Term Training (STT): free skill training courses at PMKVY training centres for school or college dropouts and unemployed youth, along with soft skills, entrepreneurship, financial and digital literacy.

Recognition of Prior Learning (RPL): assessment and certification of people who already have skills learnt informally, such as carpenters, electricians and masons, so that their skills are formally recognised.

Special Projects: training in special areas or for special groups.

Kaushal and Rozgar Melas: job fairs to help trained candidates find jobs.

Training is aligned with the National Skills Qualification Framework (NSQF), and courses are designed by Sector Skill Councils with industry participation. Successful candidates receive a certificate and, in earlier phases, a monetary reward.

The scheme has been implemented in phases: PMKVY 1.0 (2015-16), PMKVY 2.0 (2016-20), PMKVY 3.0 (2021-22) and PMKVY 4.0 (from 2022-23), which focuses on new-age skills such as artificial intelligence, robotics, drones and coding.

Other skill schemes include Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY, 2014) for rural youth and PM Vishwakarma (2023) for traditional artisans.

Why not the other options?

  • ✗2014 is the year the Ministry of Skill Development and DDU-GKY began.
  • ✗2016 is the year PMKVY 2.0 began.
  • ✗2017 is incorrect.

Quick tip

Remember: PMKVY = 15 July 2015 (World Youth Skills Day), Skill India Mission, MSDE and NSDC; PMKVY 4.0 from 2022-23; DDU-GKY = 2014 (rural youth).
