Answer: Option A — Nagpur
Detailed Solution
The main resolution of the Non-Cooperation Movement was ratified at the regular annual session of the Congress held at Nagpur in December 1920, presided over by C. Vijayaraghavachariar.
Background:
In September 1920, a special session of the Congress at Calcutta, presided over by Lala Lajpat Rai, had approved Gandhi's programme of non-cooperation, against the opposition of some senior leaders.
At the Nagpur session, the resolution was confirmed by a large majority, with the support of C. R. Das, who had earlier opposed it.
Decisions of the Nagpur session:
- The programme of non-cooperation was endorsed.
- The goal of the Congress was changed from self-government within the British Empire, by constitutional means, to "the attainment of Swaraj by peaceful and legitimate means".
- The Congress was reorganised: a Working Committee of 15 members was set up to run the organisation.
- Provincial Congress Committees were formed on the basis of linguistic regions.
- Membership was opened to all adults on payment of a small fee (four annas).
- Hindi (Hindustani) was to be used as far as possible.
The programme of non-cooperation:
- Surrender of titles and honours given by the British.
- Boycott of government schools and colleges, law courts, legislative councils and foreign goods.
- Promotion of national schools and colleges, and settlement of disputes by panchayats.
- Use of Swadeshi goods and khadi; spinning by hand.
NCERT on the movement:
- NCERT notes that the movement began with middle-class participation in the cities.
- Thousands of students left government-controlled schools and colleges, headmasters and teachers resigned, and lawyers gave up their legal practices.
Some leaders opposed the programme:
Leaders such as Muhammad Ali Jinnah, Annie Besant and Bipin Chandra Pal left the Congress because they did not agree with the new methods.
Why not the other options?
- ✗Calcutta held the special session that first approved the programme.
- ✗Lahore and Amritsar were the venues of other sessions.
Quick tip
Remember: Non-Cooperation resolution = approved at the special Calcutta session (September 1920, Lajpat Rai) and ratified at Nagpur (December 1920); Congress reorganised on linguistic lines.
