Answer View answer ▾

Answer: Option C — Lok Sabha

Detailed Solution

Under the Rules of Procedure of the Lok Sabha, the Prime Minister is the Leader of the House if he is a member of the Lok Sabha. If he is not, he nominates a minister who is a member of the Lok Sabha to function as Leader of the House.

Role of the Leader of the House:

  • The Leader of the House plays an important role in arranging government business in the House.
  • He advises the Speaker on the scheduling of business and the dates of sessions.
  • He represents the government's position on procedural matters.
  • He keeps contact with the opposition to ensure smooth running of the House.

Leader of the House in the Rajya Sabha:

In the Rajya Sabha, the Leader of the House is a minister who is a member of the Rajya Sabha and is nominated by the Prime Minister.

When the Prime Minister was himself a member of the Rajya Sabha, as in the case of Dr. Manmohan Singh, he did not lead the Rajya Sabha; another minister did.

Leader of the Opposition:

  • The Leader of the Opposition is the leader of the largest party in opposition that has at least one-tenth of the total strength of the House.
  • The post got statutory recognition through a law on the salaries and allowances of Leaders of Opposition.
  • The Leader of the Opposition is a member of several selection committees, such as those for appointing the Central Vigilance Commissioner and the Director of the CBI.

Parliamentary Affairs:

The Minister of Parliamentary Affairs works closely with the Leader of the House to manage government business.

Why not the other options?

  • ✗The PM leads the Lok Sabha only if he is its member, not if he is in the Rajya Sabha.
  • ✗Membership of the Cabinet alone does not decide the post.

Quick tip

Remember: Prime Minister = Leader of the Lok Sabha if he is its member; otherwise he nominates a Lok Sabha minister.
