Answer: Option B — Mizoram, Nagaland and Sikkim
Detailed Solution
Mizoram, Nagaland and Sikkim are the only states that send just one member each to the Lok Sabha.
Why they have only one seat:
- Seats are allotted to states mainly on the basis of population.
- These three states have small populations, so each has only one Lok Sabha constituency.
- Article 81 provides that the population-ratio rule does not strictly apply to states with a population of not more than six million, so that even small states get at least one seat.
About the three states:
- Mizoram, with its capital at Aizawl, was a Union territory before it became a full state.
- Nagaland, with its capital at Kohima, was carved out of Assam.
- Sikkim, with its capital at Gangtok, was a protectorate before it became a state of India by the 36th Amendment.
Union territories with one seat:
Several Union territories also have one seat each, including Andaman and Nicobar Islands, Chandigarh, Dadra and Nagar Haveli and Daman and Diu, Lakshadweep, Puducherry and Ladakh.
Representation in the Rajya Sabha:
Each of these three states has one seat in the Rajya Sabha.
Special constitutional provisions:
- Nagaland has special protections under Article 371A for its religious and social practices, customary law and land ownership.
- Mizoram has similar protections under Article 371G.
- Sikkim has special provisions under Article 371F.
Smallest constituency by electorate:
Lakshadweep, a Union territory, has the smallest number of voters among Lok Sabha constituencies.
Largest states by seats:
In contrast, Uttar Pradesh has 80 seats, the most of any state.
Importance of small states:
- Even with one seat, members from these states often raise the special concerns of the North-East and the Himalayan region in Parliament.
- The North Eastern Council and the Ministry of Development of North Eastern Region deal with the development of these states.
Why not the other options?
- ✗Goa, Tripura and Manipur have more than one seat each.
- ✗Assam, Odisha, Kerala, Punjab, Haryana and Jharkhand have many more seats.
Quick tip
Remember: One Lok Sabha seat each = Mizoram, Nagaland and Sikkim (plus several UTs).
