Answer View answer ▾

Answer: Option A — Official Language

Detailed Solution

Part XVII of the Constitution deals with the Official Language of the Union and the States, and related matters.

Chapters of Part XVII:

  • Chapter I: the language of the Union.
  • Chapter II: regional languages, that is, the official languages of the States.
  • Chapter III: the language of the Supreme Court, the High Courts, and of Acts and Bills.
  • Chapter IV: special directives, such as the language to be used in representations for the redress of grievances, the facilities for instruction in the mother tongue, and the development of Hindi.

The language of the Union:

  • Hindi in the Devanagari script is the official language of the Union, with the international form of Indian numerals.
  • English was to continue for official purposes for fifteen years from the commencement of the Constitution.
  • The Official Languages Act, 1963, allowed the use of English to continue along with Hindi, even after 1965, for an indefinite period.
  • This was done because of strong opposition to the imposition of Hindi in the non-Hindi-speaking states, especially in Tamil Nadu.

State languages:

  • A state legislature may adopt one or more languages in use in the state, or Hindi, as the official language of the state.
  • Until it does so, English continues to be used.

Language of the courts:

The proceedings in the Supreme Court and the High Courts, and the authoritative texts of laws, are in English, until Parliament provides otherwise.

The development of Hindi:

The Union has a duty to promote the spread of the Hindi language, and to develop it so that it can serve as a medium of expression of the composite culture of India.

Hindi Day:

14 September is celebrated as "Hindi Diwas", because the Constituent Assembly adopted Hindi as the official language on 14 September 1949.

Why not the other options?

  • ✗Elections, emergency provisions and the services are dealt with in other Parts of the Constitution.

Quick tip

Remember: Part XVII = Official Language; Hindi in Devanagari is the official language of the Union; Hindi Diwas = 14 September.
