Answer View answer ▾

Answer: Option A — 1917

Detailed Solution

The Calcutta University Commission, headed by Sir Michael Sadler, the Vice-Chancellor of the University of Leeds, was appointed in 1917 to study the problems of Calcutta University; it submitted its report in 1919.

Members:

It included Indian members such as Sir Ashutosh Mukherjee (Vice-Chancellor of Calcutta University) and Dr Ziauddin Ahmad.

Main recommendations:

  • School education should be of 12 years, and students should enter university after the intermediate stage, not after matriculation.
  • Intermediate colleges should be set up, either attached to high schools or as separate institutions, for a two-year course before university.
  • The degree course should be of three years after the intermediate stage.
  • A separate Board of Secondary and Intermediate Education should be set up to manage these stages.
  • Universities should be unitary, residential, teaching and autonomous bodies, rather than only examining bodies.
  • The government should reduce its control over universities.
  • Facilities should be provided for the training of teachers, and for applied science and technology.
  • Women's education should be encouraged, and a special board for women's education set up.

Results:

  • Many of its recommendations were applied to other universities in India.
  • Several new universities were set up, such as those at Mysore (1916), Patna (1917), Banaras (1916), Aligarh (1920), Dacca (1921) and Lucknow (1921).
  • The Inter-University Board was set up (1925).

Earlier and later commissions on education:

  • The Indian Universities Commission (Raleigh Commission, 1902).
  • The Hartog Committee (1929), on the growth of education.
  • The Sargent Plan (1944).
  • After Independence, the University Education Commission (Radhakrishnan Commission, 1948-49).

Why not the other options?

  • ✗1902 was the year of the Raleigh Commission.
  • ✗1882 and 1929 were the years of other education commissions.

Quick tip

Remember: Sadler Commission (Calcutta University Commission) = 1917 (report 1919; 12 years of school, intermediate colleges, 3-year degree); Raleigh Commission = 1902; Hartog Committee = 1929.

British Acts & Policies — Preparation

This question tests your understanding of British Acts & Policies, a key topic in the General Knowledge section. The detailed solution above uses a step-by-step approach to show the reasoning, and where available, a shortcut that helps you solve similar questions in under 90 seconds during the actual exam.

This topic covers the constitutional and administrative acts passed during British rule, from the Regulating Act of 1773 and Pitt's India Act of 1784 to the Charter Acts, the Indian Councils Acts, the Government of India Acts of 1919 and 1935, and the Indian Independence Act of 1947, along with British economic, land revenue and education policies. Exam questions usually ask what a particular act introduced: the Indian Councils Act 1909 introduced separate electorates for Muslims, the Government of India Act 1919 brought dyarchy to the provinces, and the 1935 Act provided for a federation and provincial autonomy. Land revenue systems (Permanent Settlement, Ryotwari and Mahalwari) and education milestones such as Wood's Despatch (1854) are also tested.
