Answer View answer ▾

Answer: Option D — Vijay Kelkar

Detailed Solution

The Committee on Revisiting and Revitalising the PPP Model of Infrastructure Development was set up in 2015 under the chairmanship of Dr. Vijay Kelkar, following an announcement in the Union Budget 2015-16.

What is PPP:

  • A Public-Private Partnership is an arrangement in which the government and a private company work together to build and run infrastructure, such as roads, ports, airports and power plants.
  • The private partner invests money and takes some risk, while the government provides support and regulation.

Why the committee was needed:

  • Many PPP projects had stalled because of delays in land acquisition, disputes over contracts and financial stress.
  • Private investors had become reluctant to invest in infrastructure.

Main recommendations:

  • Set up an Infrastructure PPP Project Review Committee to evaluate stalled projects.
  • Set up an Infrastructure PPP Adjudication Tribunal to resolve disputes quickly.
  • Create an institute of excellence for building capacity in PPP projects.
  • Amend the Prevention of Corruption Act to distinguish between genuine errors in decision-making and corruption, so that officials are not afraid to take decisions.
  • Share risks fairly between the government and private partners.
  • Avoid PPP in very small projects where its costs are too high.

About Vijay Kelkar:

  • He is an economist who served as Finance Secretary and Chairman of the Thirteenth Finance Commission.
  • He headed earlier task forces on direct and indirect tax reforms, which helped shape the idea of a Goods and Services Tax.

Use of PPP in India:

  • Many national highways, airports such as those in Delhi and Mumbai, and metro rail projects have been built through PPP models.
  • Models include Build-Operate-Transfer (BOT), Hybrid Annuity and Toll-Operate-Transfer.

Why not the other options?

  • ✗Bimal Jalan was a Governor of the RBI, and Rakesh Mohan was a Deputy Governor who headed an expert group on infrastructure.
  • ✗Raghuram Rajan headed a committee on financial sector reforms.

Quick tip

Remember: Kelkar Committee (2015) = revitalising the PPP model of infrastructure.
