Answer View answer ▾

Answer: Option D — Estimation of poverty

Detailed Solution

The Rangarajan Committee was set up by the Planning Commission in 2012 to review the methodology for measuring poverty in India. It submitted its report in 2014.

About C. Rangarajan:

Dr. C. Rangarajan is a well-known Indian economist.

He served as Governor of the Reserve Bank of India from 1992 to 1997.

He also served as Governor of Andhra Pradesh and as Chairman of the Prime Minister's Economic Advisory Council.

Main findings of the committee:

  • It estimated that about 29.5 per cent of India's population was below the poverty line in 2011-12.
  • It set the poverty line at about Rs 32 per day in rural areas and Rs 47 per day in urban areas.
  • These estimates were higher than the earlier official figures.

How it measured poverty:

  • It used consumption expenditure data from the National Sample Survey.
  • It considered a basket of food items to meet nutritional needs of calories, protein and fat.
  • It also included non-food items such as education, clothing, rent and transport.

Why poverty estimation matters:

  • The poverty line decides who is eligible for welfare schemes, such as subsidised food grains and housing.
  • It helps the government plan programmes and measure progress.

History of poverty estimation in India:

  • Dadabhai Naoroji made one of the first estimates of poverty in his book "Poverty and Un-British Rule in India".
  • The Planning Commission set up several expert groups over the years, such as the Lakdawala Expert Group in 1993.
  • After the Planning Commission was replaced by NITI Aayog, poverty estimation continued through expert work and multidimensional poverty measures.

Why not the other options?

  • ✗Banking reforms, disinvestment and tax reforms were studied by other expert committees.

Quick tip

Remember: Rangarajan Committee (report 2014) = poverty estimation (Rs 32 rural, Rs 47 urban per day).
