Answer: Option B — New Delhi
Detailed Solution
The Telecom Regulatory Authority of India (TRAI) has its headquarters in New Delhi.
About TRAI:
- It was established on 20 February 1997 by an Act of Parliament, the Telecom Regulatory Authority of India Act, 1997.
- It is an independent statutory regulator for the telecommunications sector in India.
- It consists of a Chairperson and not more than two whole-time members and two part-time members, appointed by the Central Government.
- It works to create and nurture conditions for the growth of telecommunications and broadcasting in India in a fair and transparent manner.
Its functions:
- It fixes and regulates tariffs (charges) for telecom services.
- It makes recommendations to the government on new service providers, licence conditions, spectrum management and new technologies.
- It protects consumer interests, for example through rules on unsolicited commercial calls and messages (the "Do Not Disturb" registry) and quality of service standards.
- It regulates broadcasting and cable television services (since 2004), for example through the "New Tariff Order" which allows viewers to choose channels.
- It supported "net neutrality": in 2016, it barred discriminatory pricing of data services (which ended Facebook's "Free Basics").
TDSAT:
The 2000 amendment to the TRAI Act set up the "Telecom Disputes Settlement and Appellate Tribunal" (TDSAT) to settle disputes and hear appeals against TRAI's decisions. Earlier, TRAI itself had dispute-settlement powers.
Telecom in India:
- The Department of Telecommunications (DoT) is the government's licensing body.
- The "Telecommunications Act, 2023" replaced the Indian Telegraph Act, 1885 and the Indian Wireless Telegraphy Act, 1933.
- India is the second-largest telecom market in the world by subscribers.
- 5G services were launched in India on 1 October 2022.
- BSNL was formed in 2000, and MTNL in 1986.
- The "Sanchar Saathi" portal (2023) helps users block lost or stolen mobile phones and report fraud.
Why not the other options?
- ✗Bengaluru has the headquarters of ISRO.
- ✗Mumbai has the headquarters of SEBI and the RBI.
- ✗Hyderabad is not the headquarters of TRAI.
Quick tip

This topic covers bodies set up under the Constitution, such as the Election Commission, UPSC, Finance Commission, Comptroller and Auditor General and the national commissions for Scheduled Castes and Scheduled Tribes, and statutory or executive bodies such as NITI Aayog, the NHRC, the CVC, the CBI and Lokpal. Questions often ask whether a body is constitutional or not, which article creates it, who appoints its head and for how long. For example, the CAG is appointed under Article 148, the Finance Commission under Article 280, and NITI Aayog replaced the Planning Commission in 2015 by an executive resolution. Practise the constitutional and statutory bodies questions below, written in the style of the general awareness sections of exams such as SSC, banking, railways, CUET GAT, MAH CET and CLAT. Each question comes with a detailed explanation that adds related facts, so every question helps you revise more than one point.
