Answer View answer ▾

Answer: Option D — Mission Karmayogi

Detailed Solution

Mission Karmayogi, formally the National Programme for Civil Services Capacity Building (NPCSCB), was approved by the Union Cabinet in September 2020 to build the capacity of civil servants.

Aim of the mission:

  • To prepare civil servants who are creative, constructive, proactive, professional and technology-enabled.
  • To shift from a "rule-based" to a "role-based" approach to human resource management in the government.
  • To ensure continuous learning for government employees at all levels, from the lowest to the highest.

Institutional framework:

Prime Minister's Public Human Resources Council: The apex body that gives strategic direction to the mission. It is headed by the Prime Minister and includes Union Ministers, Chief Ministers and experts.

Capacity Building Commission: It prepares annual capacity building plans, supervises training institutions and audits the human resources available in the government.

Karmayogi Bharat: A wholly government-owned not-for-profit company (Special Purpose Vehicle) that owns and runs the digital platform.

Cabinet Secretary Coordination Unit: It monitors the implementation of the mission.

The iGOT Karmayogi platform:

  • iGOT stands for Integrated Government Online Training.
  • It is a digital platform that offers online courses, assessments and learning resources for government employees.
  • Millions of officials have registered on it and completed courses.

Framework of Roles, Activities and Competencies (FRACs):

The mission uses FRACs to define the skills needed for each post, so that training is matched to the actual role.

Related reforms:

The National Recruitment Agency was approved in 2020 to conduct a Common Eligibility Test for certain non-gazetted posts.

Why not the other options?

  • ✗Mission Shakti refers to India's anti-satellite missile test (2019), and also to a scheme for the safety and empowerment of women.
  • ✗Mission Indradhanush is an immunisation programme launched in 2014.
  • ✗Mission Antyodaya is a programme for the convergence of rural development schemes at the gram panchayat level.

Quick tip

Remember: Mission Karmayogi (2020) = civil services capacity building; iGOT Karmayogi platform; headed by the PM's Public HR Council.
