Answer: Option A — November and December

Detailed Solution

The Winter Session of Parliament is usually held from late November to December. It is generally the shortest of the three sessions.

The three sessions of Parliament:

Budget Session: usually from late January or February to April or May. It is the longest session, during which the Union Budget is presented and passed.

Monsoon Session: usually from July to August or September.

Winter Session: usually from November to December.

Constitutional position:

  • The Constitution does not fix the number or timing of sessions.
  • Article 85 only requires that the gap between two sessions must not exceed six months.
  • The pattern of three sessions is a convention.

Who decides the dates:

The Cabinet Committee on Parliamentary Affairs recommends the dates, and the President summons Parliament.

Business during the Winter Session:

  • It deals mainly with legislation and discussion of important issues.
  • Supplementary demands for grants are often considered in this session.

Notable events in Winter Sessions:

Important laws, such as the Citizenship (Amendment) Act, 2019, were passed in Winter Sessions.

Parliament attack:

The terrorist attack on the Parliament House took place on 13 December 2001, during the Winter Session.

Sitting days:

  • Parliament now meets for about 60 to 70 days a year, much fewer than in the early years after independence.
  • Experts have recommended a minimum number of sitting days.

Why not the other options?

  • ✗January and February are the start of the Budget Session.
  • ✗July and August are the Monsoon Session.
  • ✗March and April fall within the Budget Session.
