Answer: Option D — New Delhi

Detailed Solution

The Bureau of Indian Standards (BIS) has its headquarters at Manak Bhawan, New Delhi.

About the BIS:

  • It is the national standards body of India.
  • It was established under the Bureau of Indian Standards Act, 1986, and came into existence on 1 April 1987.
  • It took over the work of the "Indian Standards Institution" (ISI), which had been set up in 1947.

The Bureau of Indian Standards Act, 2016 replaced the 1986 Act and came into force in October 2017. It made BIS the "National Standards Body of India".

It works under the Department of Consumer Affairs, Ministry of Consumer Affairs, Food and Public Distribution.

It has regional offices in Kolkata, Chennai, Mumbai, Chandigarh and Delhi, and many branch offices.

Its functions:

It formulates Indian Standards (IS) for products, processes and services.

It runs product certification schemes. The "ISI mark" is its best-known certification mark, used on industrial products such as electrical appliances, cement and steel.

It runs the hallmarking scheme for gold and silver jewellery. Hallmarking of gold jewellery became mandatory from 23 June 2021 in many districts, and a six-digit HUID (Hallmark Unique Identification) code was made mandatory from 1 April 2023.

It runs laboratories to test products.

It represents India in the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). India is a founding member of ISO (1947).

Its consumer app is called "BIS Care".

Other quality and certification marks in India:

  • Agmark: for agricultural products (Directorate of Marketing and Inspection).
  • FPO mark: for processed fruit products (now under FSSAI).
  • FSSAI logo: for food safety.
  • Ecomark: for eco-friendly products (BIS, 1991).
  • BEE Star label: for energy efficiency of appliances.
  • Silk Mark: for pure silk (Silk Mark Organisation of India).

Related days:

  • World Standards Day: 14 October.
  • National Consumer Day: 24 December.

Why not the other options?

  • ✗Mumbai has regional offices of many bodies, including BIS.
  • ✗Kolkata has the BIS Eastern Regional Office.
  • ✗Chennai has the BIS Southern Regional Office.

Quick tip

Remember: Bureau of Indian Standards = New Delhi (Manak Bhawan; BIS Act 1986, new Act 2016; replaced the ISI of 1947; ISI mark; gold hallmarking with HUID); Agmark = agricultural products; World Standards Day = 14 October.
