Answer View answer ▾

Answer: Option C — Article 243ZD

Detailed Solution

Article 243ZD provides for the constitution of a District Planning Committee in every district, to consolidate the plans prepared by the panchayats and the municipalities in the district and to prepare a draft development plan for the district as a whole.

Composition of the District Planning Committee:

The state legislature makes a law on the composition of the committee.

At least four-fifths of its members must be elected by, and from among, the elected members of the district panchayat and the municipalities in the district, in proportion to the ratio between the rural and urban population of the district.

The chairperson is chosen as provided by the state law.

Functions:

  • To consolidate the plans prepared by the panchayats and the municipalities.
  • To prepare a draft development plan for the whole district.

While preparing the plan, the committee must consider matters of common interest between the panchayats and the municipalities, such as spatial planning, sharing of water and other resources, integrated development of infrastructure, and environmental conservation.

The draft plan is sent to the state government by the chairperson.

Metropolitan Planning Committee:

Article 243ZE provides for a Metropolitan Planning Committee in every metropolitan area (with a population of ten lakh or more), to prepare a draft development plan for the area.

Decentralised planning:

  • The aim of these committees is to promote planning from the grassroots (bottom-up planning), with the participation of local bodies.
  • In practice, District Planning Committees have not been set up or have not functioned effectively in many states.

Related provisions in Part IX-A:

Part IX-A contains the provisions relating to municipalities (Articles 243P to 243ZG).

Why not the other options?

  • ✗Article 243G deals with the powers of panchayats; Article 243W with the powers of municipalities; Article 243K with elections to panchayats.

Quick tip

Remember: Article 243ZD = District Planning Committee (consolidates panchayat and municipal plans); Article 243ZE = Metropolitan Planning Committee.
