Answer: Option D — 1952
Detailed Solution
The National Development Council (NDC) was set up on 6 August 1952 by a resolution of the Government of India.
About the National Development Council:
- It was set up on the recommendation of the First Five-Year Plan (1951-56).
- It is an extra-constitutional and non-statutory body; it was created by an executive resolution, not by the Constitution or an Act of Parliament.
- Its purpose was to strengthen cooperation between the Centre and the states in national planning and to ensure balanced development across India.
Composition:
- It is chaired by the Prime Minister.
- Its members include all Union Cabinet ministers, the Chief Ministers of all states, the administrators or Chief Ministers of Union Territories, and the members of the Planning Commission (now NITI Aayog).
- The Secretary of the Planning Commission served as its secretary.
Functions:
- It considered and approved the Five-Year Plans prepared by the Planning Commission before they were placed before Parliament.
- It reviewed the progress of plans and recommended measures to achieve their targets.
- It was called the "apex body for decisions on development matters" and sometimes the "super Cabinet" of India.
Decline:
- The Planning Commission was replaced by NITI Aayog on 1 January 2015, and the system of Five-Year Plans ended in 2017 (the Twelfth Plan, 2012-17, was the last).
- The NDC's last (57th) meeting was held in December 2012, to approve the Twelfth Five-Year Plan.
- Its role has effectively been taken over by the Governing Council of NITI Aayog, which also includes the Prime Minister and all Chief Ministers.
About the Planning Commission:
- It was set up on 15 March 1950 by a cabinet resolution, with Jawaharlal Nehru as its first Chairman.
- India's first Five-Year Plan (1951-56) was based on the Harrod-Domar model and focused on agriculture.
- The Second Plan (1956-61) was based on the Mahalanobis model and focused on heavy industries.
Why not the other options?
- ✗1950 is the year the Planning Commission was set up.
- ✗1965 is the year of the Indo-Pakistan war and the Food Corporation of India.
- ✗2015 is the year NITI Aayog replaced the Planning Commission.
