Answer: Option B β€” 1 January 2015

Detailed Solution

The National Institution for Transforming India (NITI Aayog) was set up on 1 January 2015, by a resolution of the Union Cabinet.

About NITI Aayog:

  • It replaced the Planning Commission, which had been set up on 15 March 1950.
  • Like the Planning Commission, it is neither a constitutional body nor a statutory body; it was created by an executive resolution.
  • It acts as the main "policy think tank" of the Government of India, giving strategic and technical advice to the central and state governments.
  • It follows a "bottom-up" approach and promotes "cooperative federalism", in which the Centre and the states work together as "Team India".
  • It also promotes "competitive federalism" through rankings and indices of states.

Unlike the Planning Commission, it does not have the power to allocate funds to states or ministries. This power now rests with the Ministry of Finance.

Composition:

  • Chairperson: the Prime Minister.
  • Governing Council: the Prime Minister, the Chief Ministers of all states and Union Territories with legislatures, and the Lieutenant Governors of other UTs.

Vice-Chairperson: appointed by the Prime Minister, with the rank of a Cabinet Minister. The first Vice-Chairperson was the economist Arvind Panagariya; Suman Bery became Vice-Chairperson in 2022.

Full-time members, part-time members, ex-officio members (up to four Union ministers) and special invitees.

Chief Executive Officer (CEO): appointed by the Prime Minister; B. V. R. Subrahmanyam has been CEO since 2023.

Regional Councils: formed for specific issues.

Important initiatives and reports:

  • Atal Innovation Mission (AIM), 2016, including innovation labs (ATLs) in schools.
  • SDG India Index (since 2018).
  • Aspirational Districts Programme (2018) and Aspirational Blocks Programme (2023).
  • Export Preparedness Index, India Innovation Index, Composite Water Management Index and School Education Quality Index.
  • "Viksit Bharat @2047" vision.
  • Earlier, it prepared a 15-year vision, a 7-year strategy and a 3-year action agenda, replacing Five-Year Plans.

Why not the other options?

  • βœ—15 March 1950 is when the Planning Commission was set up.
  • βœ—26 January 2014 is not related.
  • βœ—1 April 2016 is not the date of NITI Aayog's formation.

Quick tip

Remember: NITI Aayog = 1 January 2015 (replaced the Planning Commission of 1950; cabinet resolution; PM is Chairperson; first Vice-Chairperson Arvind Panagariya; Atal Innovation Mission 2016; SDG India Index).
