Answer: Option A — United States of America
Detailed Solution
The office of the Vice-President of India was modelled on the office of the Vice-President of the United States of America, who is also the ex-officio President of the US Senate (the upper house).
The Vice-President of India:
- The Vice-President is the second-highest constitutional office in India.
- He or she is the ex-officio Chairman of the Rajya Sabha (the Council of States).
- As Chairman, the Vice-President presides over the meetings of the Rajya Sabha, but is not a member of it, and votes only in case of a tie.
- The Vice-President acts as President when the office of the President falls vacant due to death, resignation, removal or otherwise, until a new President is elected (within six months).
- The Vice-President also discharges the functions of the President when the President is unable to do so because of absence, illness or any other cause.
Election:
The Vice-President is elected by an electoral college consisting of the members of both Houses of Parliament (both elected and nominated members), by the system of proportional representation by means of the single transferable vote, through secret ballot.
Unlike the President, the Vice-President is not elected by the members of the state legislatures.
Term:
- The Vice-President holds office for five years, and is eligible for re-election.
- The Vice-President can be removed by a resolution of the Rajya Sabha passed by an effective majority and agreed to by the Lok Sabha.
Differences from the US Vice-President:
- The US Vice-President is elected along with the President, on the same ticket.
- If the US President dies or resigns, the Vice-President becomes President for the rest of the term, while in India the Vice-President only acts as President until a new President is elected.
Vice-Presidents of India:
Dr. Sarvepalli Radhakrishnan was the first Vice-President (1952-1962), and later became the President.
Why not the other options?
- ✗Britain, Ireland and Canada do not have a Vice-President of this kind.
Quick tip
Remember: office of the Vice-President (ex-officio Chairman of the Rajya Sabha) = modelled on the US Vice-President (ex-officio President of the Senate).
