What is the full form of NHRC?

Answer View answer ▾

Answer: Option A — National Human Rights Commission

Detailed Solution

The NHRC is an independent statutory body that protects and promotes human rights in India. It was set up on 12 October 1993 under the Protection of Human Rights Act, 1993.

The NHRC was created in line with the Paris Principles, adopted by the United Nations to guide the working of national human rights institutions. Under the Act, "human rights" means the rights relating to life, liberty, equality and dignity of the individual guaranteed by the Constitution or contained in international covenants and enforceable by Indian courts.

The Commission consists of a Chairperson and members. The Chairperson must be a person who has been the Chief Justice of India or a judge of the Supreme Court (the second option was added by an amendment in 2019). The Chairperson and members are appointed by the President on the recommendation of a committee headed by the Prime Minister, which includes the Speaker of the Lok Sabha, the Union Home Minister, the Leaders of the Opposition in both Houses and the Deputy Chairman of the Rajya Sabha. The chairpersons of other national commissions, such as those for women, Scheduled Castes and minorities, are ex officio members.

The NHRC can inquire into complaints of human rights violations, either on its own (suo motu) or on a petition, visit jails, review laws and promote human rights awareness. Its recommendations are advisory and not binding on the government. Its headquarters is in New Delhi. Most states also have State Human Rights Commissions.

Human Rights Day is observed every year on 10 December, the day the UN adopted the Universal Declaration of Human Rights in 1948.

Why not the other options?

  • ✗National Health Research Council is not the expansion of NHRC.
  • ✗National Housing and Rural Commission is an incorrect expansion.
  • ✗National Human Resource Council is an incorrect expansion.
