Answer: Option C — Union Public Service Commission
Detailed Solution
The UPSC is India's central recruiting agency. It conducts examinations for the All India Services and the Central Civil Services, such as the Civil Services Examination (for the IAS, IPS and IFS), the Engineering Services, the Combined Defence Services and the National Defence Academy examinations.
The UPSC is a constitutional body. Its provisions are found in Part XIV of the Constitution, in Articles 315 to 323. Its history goes back to British times. On the recommendation of the Lee Commission (1924), a Public Service Commission was first set up on 1 October 1926. Under the Government of India Act, 1935, it became the Federal Public Service Commission, and after the Constitution came into force on 26 January 1950, it was renamed the Union Public Service Commission.
The Chairman and the other members of the UPSC are appointed by the President of India. They hold office for six years or until they reach the age of 65, whichever is earlier. They can be removed only in the manner laid down in the Constitution, which protects the independence of the Commission. Besides holding examinations, the UPSC advises the government on matters such as methods of recruitment, promotions, transfers and disciplinary cases of civil servants. Its office is at Dholpur House in New Delhi.
Each state has its own State Public Service Commission, such as the MPSC in Maharashtra, which recruits officers for state services.
Why not the other options?
- ✗Union Personnel Selection Commission is not a real body; the Staff Selection Commission (SSC) recruits for many lower posts.
- ✗United Public Service Council is an incorrect expansion.
- ✗Union Public Selection Committee is an incorrect expansion.
Quick tip
Remember: UPSC = Union Public Service Commission, Articles 315-323 (Part XIV), first set up in 1926, members appointed by the President for 6 years or till age 65.
