Answer: Option C — Jawaharlal Nehru National Urban Renewal Mission
Detailed Solution
JNNURM stands for the "Jawaharlal Nehru National Urban Renewal Mission".
About JNNURM:
- It was launched on 3 December 2005 by Prime Minister Manmohan Singh.
- It was the first major flagship programme of the Government of India for urban development.
- It was planned for seven years (2005-06 to 2011-12) and was later extended until March 2014.
- It aimed to encourage reforms and fast-track the planned development of cities, with a focus on efficiency in urban infrastructure, services, community participation and the accountability of urban local bodies.
- It covered 65 "Mission Cities", including cities with populations of more than 10 lakh, state capitals and cities of religious, historic and tourist importance.
Its four components:
- Urban Infrastructure and Governance (UIG): water supply, sewerage, roads, urban transport and drainage in Mission Cities (Ministry of Urban Development).
- Basic Services to the Urban Poor (BSUP): housing and basic services for slum dwellers in Mission Cities (Ministry of Housing and Urban Poverty Alleviation).
- Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT).
- Integrated Housing and Slum Development Programme (IHSDP).
Mandatory reforms:
- States and cities had to carry out reforms, such as implementing the 74th Constitutional Amendment (1992), repealing the Urban Land Ceiling Act, reforming property tax and adopting e-governance.
- It also funded city buses for urban transport.
Its successors:
In 2015, JNNURM was replaced by:
- AMRUT (Atal Mission for Rejuvenation and Urban Transformation).
- Smart Cities Mission.
- Pradhan Mantri Awas Yojana-Urban (housing for all).
- HRIDAY (heritage cities).
Related facts:
The 74th Amendment Act (1992) gave constitutional status to urban local bodies; the 12th Schedule lists 18 functions of municipalities.
