Answer: Option D — 4 January
Detailed Solution
World Braille Day is observed every year on 4 January, the birth anniversary of Louis Braille, the inventor of the Braille system of reading and writing for blind and visually impaired people.
About World Braille Day:
- The UN General Assembly proclaimed it in November 2018.
- It was first observed on 4 January 2019.
- It aims to raise awareness of the importance of Braille as a means of communication for the full realisation of the human rights of blind and partially sighted people.
About Louis Braille (1809-1852):
He was born on 4 January 1809 in Coupvray, near Paris, France.
At the age of three, he injured his eye with a sharp tool (an awl) in his father's leather workshop. The infection spread to both eyes, and he became completely blind by the age of five.
He studied at the Royal Institute for Blind Youth in Paris.
He was inspired by "night writing", a system of raised dots developed by Charles Barbier, a French army captain, for soldiers to communicate silently at night.
He simplified it and, in 1824, at the age of 15, created his system. He published it in 1829.
About the Braille system:
It uses a "cell" of six raised dots arranged in two columns of three.
Different combinations of these dots represent letters, numbers, punctuation and musical notes. There are 63 possible combinations (64 including the blank cell).
It is read by touching the dots with the fingertips.
Braille in India:
- "Bharati Braille" is a unified Braille script for Indian languages, adopted in 1951.
- The Rights of Persons with Disabilities Act, 2016 promotes the use of Braille.
- The National Institute for the Empowerment of Persons with Visual Disabilities (NIEPVD) is in Dehradun.
- Indian currency notes have raised marks to help visually impaired people identify denominations, and the RBI's "MANI" app (2020) helps them identify notes.
Other related days:
- International Day of Sign Languages: 23 September.
- International Day of Persons with Disabilities: 3 December.
- White Cane Safety Day: 15 October.
Why not the other options?
- ✗23 September is the International Day of Sign Languages.
- ✗3 December is the International Day of Persons with Disabilities.
- ✗15 October is White Cane Safety Day.
Quick tip
Remember: World Braille Day = 4 January (Louis Braille, born 1809; six-dot cell; UN day since 2019); Bharati Braille for Indian languages; NIEPVD = Dehradun.
