Answer: Option D — Montreal, Canada
Detailed Solution
The International Civil Aviation Organization (ICAO) has its headquarters in Montreal, Quebec, Canada.
About the ICAO:
- It was created by the "Convention on International Civil Aviation", called the "Chicago Convention", signed by 52 countries in Chicago on 7 December 1944.
- It came into existence on 4 April 1947, when the Convention came into force.
- In October 1947, it became a specialised agency of the United Nations.
It has 193 member countries. India is a founding member.
Its work:
- It sets international standards and recommended practices for the safety, security, efficiency and environmental protection of civil aviation.
- It works on air navigation, aircraft accident investigation, airport standards, and the training and licensing of pilots.
- It assigns the four-letter "ICAO codes" to airports (for example, "VIDP" for Delhi's Indira Gandhi International Airport), while IATA assigns three-letter codes (for example, "DEL").
- It adopted "CORSIA" (2016), a scheme to offset carbon emissions from international flights.
- International Civil Aviation Day is observed on 7 December, the anniversary of the Chicago Convention.
Its main bodies are the Assembly (meets every three years), the Council (36 members, elected by the Assembly) and the Secretariat. India has been a member of the Council since 1947.
Other aviation organisations:
- International Air Transport Association (IATA): the trade association of airlines; founded in 1945 in Havana; headquarters in Montreal, with an executive office in Geneva.
- Airports Council International (ACI): Montreal.
Aviation bodies in India:
- Directorate General of Civil Aviation (DGCA): the regulator; New Delhi.
- Airports Authority of India (AAI): 1995; New Delhi.
- Bureau of Civil Aviation Security (BCAS).
- Aircraft Accident Investigation Bureau (AAIB): 2012.
- The "UDAN" scheme (Ude Desh ka Aam Nagrik, 2016) promotes regional air connectivity.
- India is the third-largest domestic aviation market in the world.
Why not the other options?
- ✗Geneva has the WHO, ILO and WTO.
- ✗Chicago is where the Chicago Convention was signed in 1944.
- ✗London has the headquarters of the International Maritime Organization (IMO).
