Answer: Option B — Jawaharlal Nehru
Detailed Solution
Jawaharlal Nehru was the chairman of the Union Constitution Committee, one of the eight major committees of the Constituent Assembly.
Committees chaired by Nehru:
- Union Constitution Committee: it worked out the structure of the Union government, including the President, the Parliament and the executive.
- Union Powers Committee: it decided which subjects should be with the Union.
- States Committee: it negotiated with the princely states on their representation in the Assembly and their future relationship with India.
Work of the Union Constitution Committee:
- It recommended a parliamentary form of government, with a President as the nominal head and a Prime Minister and Council of Ministers as the real executive.
- It recommended that the President be elected indirectly by an electoral college.
- It proposed a bicameral Parliament for the Union.
- Its report was presented to the Assembly in 1947 and was discussed in detail.
Nehru's other roles in the Assembly:
- On 13 December 1946, Nehru moved the Objectives Resolution, which laid down the basic philosophy of the Constitution.
- The Resolution was adopted on 22 January 1947, and it later became the basis of the Preamble.
- He was one of the most influential members of the Assembly and took part in debates on many important issues, such as fundamental rights, property and the official language.
The committee system:
Other major committees included the Drafting Committee chaired by Dr. B.R. Ambedkar.
Sardar Patel chaired the Provincial Constitution Committee and the Advisory Committee on Fundamental Rights and Minorities.
Dr. Rajendra Prasad chaired the Rules of Procedure Committee and the Steering Committee.
Why the committees mattered:
They allowed detailed study of complex issues before the full Assembly discussed them.
Why not the other options?
Sardar Patel, Dr. Ambedkar and Dr. Rajendra Prasad chaired other committees, as listed above.
Quick tip
Remember: Nehru chaired the Union Constitution, Union Powers and States Committees; he also moved the Objectives Resolution.

Exams frequently ask who chaired the Drafting Committee (B. R. Ambedkar), who was President of the Constituent Assembly (Rajendra Prasad), and when the Constitution was adopted (26 November 1949) and came into force (26 January 1950).
