Answer: Option A — 50 proposers and 50 seconders

Detailed Solution

Under the Presidential and Vice-Presidential Elections Act, 1952, the nomination paper of a candidate for the office of President must be subscribed by at least 50 electors as proposers and at least 50 electors as seconders.

Who are the electors:

  • The electors are the members of the electoral college for the presidential election.
  • It consists of the elected members of both Houses of Parliament and the elected members of the Legislative Assemblies of the states and of the Union territories of Delhi and Puducherry.

Why these requirements were introduced:

  • Before 1997, the requirement was only 10 proposers and 10 seconders.
  • Many non-serious candidates filed nominations, which made the elections cumbersome.
  • In 1997, the Act was amended to raise the requirement to 50 proposers and 50 seconders.
  • The security deposit was also raised from 2,500 rupees to 15,000 rupees.

Security deposit:

  • A candidate must deposit 15,000 rupees in the Reserve Bank of India.
  • The deposit is forfeited if the candidate fails to secure one-sixth of the votes polled.

Vice-presidential election:

  • For the election of the Vice-President, the nomination must be subscribed by at least 20 proposers and 20 seconders, who are members of Parliament.
  • The security deposit is also 15,000 rupees.

Qualifications for the President:

  • A citizen of India.
  • At least 35 years of age.
  • Qualified for election as a member of the Lok Sabha.
  • Not holding any office of profit.

Election process:

  • The election is held by proportional representation by means of the single transferable vote, and voting is by secret ballot.
  • The value of votes of MLAs depends on the population of the state, while the votes of MPs have equal value.
  • The Election Commission conducts the election.

Why not the other options?

  • ✗10 proposers and 10 seconders was the earlier requirement.
  • ✗Good to know
  • ✗20 and 20 applies to the vice-presidential election.
  • ✗100 and 100 is not the requirement.

Quick tip

Remember: President = 50 proposers + 50 seconders and 15,000 rupees deposit; Vice-President = 20 + 20.
