Answer: Option D — 1987
Detailed Solution
The Indian Peace Keeping Force (IPKF) was sent to Sri Lanka in July 1987, under the India-Sri Lanka Accord.
Background:
- In the 1980s, a civil war broke out between the Sri Lankan government and Tamil militant groups, especially the Liberation Tigers of Tamil Eelam (LTTE), who wanted a separate state of Tamil Eelam.
- The anti-Tamil riots of July 1983 (Black July) led to an escalation of the conflict.
- Thousands of Tamil refugees fled to India, especially to Tamil Nadu.
The India-Sri Lanka Accord:
It was signed on 29 July 1987 in Colombo by Prime Minister Rajiv Gandhi and President J.R. Jayewardene.
Under the accord, Sri Lanka agreed to devolve powers to the provinces, including the Tamil-majority Northern and Eastern provinces.
India agreed to help in ending the conflict and to send a peacekeeping force on request.
The Tamil militant groups were to surrender their weapons.
The 13th Amendment:
The 13th Amendment to the Sri Lankan Constitution, passed in 1987, created Provincial Councils as part of the accord.
Role of the IPKF:
- It was meant to supervise the disarmament of militant groups and keep the peace.
- However, the LTTE refused to disarm, and the IPKF soon became involved in fighting against it.
- More than 1,200 Indian soldiers were killed during the operation.
Withdrawal:
The IPKF was withdrawn in March 1990, after the V.P. Singh government and the new Sri Lankan President, Ranasinghe Premadasa, agreed on its withdrawal.
Aftermath:
- In 1991, former Prime Minister Rajiv Gandhi was assassinated by an LTTE suicide bomber at Sriperumbudur in Tamil Nadu.
- The Sri Lankan civil war ended in 2009 with the defeat of the LTTE.
Name of the operation:
The main IPKF operation was called Operation Pawan.
Why not the other options?
- ✗1983 is the year of the Black July riots.
- ✗1990 is when the IPKF was withdrawn.
- ✗1991 is when Rajiv Gandhi was assassinated.
Quick tip
Remember: IPKF sent to Sri Lanka in July 1987 (India-Sri Lanka Accord, Rajiv Gandhi and Jayewardene); withdrawn in 1990.
