Answer View answer ▾

Answer: Option D — 23 September

Detailed Solution

The International Day of Sign Languages is observed every year on 23 September.

About the day:

  • The UN General Assembly adopted a resolution in December 2017 proclaiming 23 September as the International Day of Sign Languages.
  • It was first observed on 23 September 2018.
  • The resolution was sponsored by Antigua and Barbuda and co-sponsored by many countries.
  • The date marks the founding of the World Federation of the Deaf (WFD) on 23 September 1951 in Rome.
  • It is observed as part of the "International Week of the Deaf", held in the last full week of September.
  • Its aim is to raise awareness of the importance of sign language for the full realisation of the human rights of deaf people.

About sign languages:

  • Sign languages are complete natural languages that use hand shapes, movements, facial expressions and body posture to convey meaning.
  • They are structurally different from spoken languages and have their own grammar.

There are hundreds of different sign languages in the world; they are not universal. For example, American Sign Language (ASL) and British Sign Language (BSL) are very different.

The UN Convention on the Rights of Persons with Disabilities (2006) recognises sign languages as equal in status to spoken languages.

Sign language in India:

  • Indian Sign Language (ISL) is used by deaf communities across India.
  • The Indian Sign Language Research and Training Centre (ISLRTC) was set up in New Delhi in 2015 under the Department of Empowerment of Persons with Disabilities.
  • ISLRTC launched the first Indian Sign Language dictionary in 2018.
  • The Rights of Persons with Disabilities Act, 2016 recognises "hearing impairment" as a disability and promotes the use of sign language.
  • The National Education Policy 2020 recommends standardising Indian Sign Language and developing study materials in it.

Other related days:

  • International Day of Persons with Disabilities: 3 December.
  • World Braille Day: 4 January.
  • International Mother Language Day: 21 February.

Why not the other options?

  • ✗3 December is the International Day of Persons with Disabilities.
  • ✗4 January is World Braille Day.
  • ✗21 February is International Mother Language Day.

Quick tip

Remember: International Day of Sign Languages = 23 September (World Federation of the Deaf founded 1951; UN 2017, first 2018); ISLRTC set up in 2015; World Braille Day = 4 January.
