Answer: Option B — Atal Bihari Vajpayee and Nawaz Sharif
Detailed Solution
The Lahore Declaration was signed on 21 February 1999 by Indian Prime Minister Atal Bihari Vajpayee and Pakistani Prime Minister Nawaz Sharif, after Vajpayee travelled to Lahore by bus.
Bus diplomacy:
- Vajpayee travelled on the inaugural Delhi-Lahore bus service, called "Sada-e-Sarhad", to Lahore on 20 February 1999.
- He visited the Minar-e-Pakistan, where the Lahore Resolution of 1940 had been adopted, and reaffirmed India's acceptance of Pakistan's sovereignty.
Background:
- Both India and Pakistan had conducted nuclear tests in May 1998.
- There was international pressure on both countries to reduce tensions and avoid nuclear conflict.
Main points of the Lahore Declaration:
- Both countries agreed to intensify efforts to resolve all issues, including Jammu and Kashmir.
- They agreed to refrain from interfering in each other's internal affairs.
- They agreed to take steps to reduce the risk of accidental or unauthorised use of nuclear weapons.
- They agreed to inform each other in advance about ballistic missile tests.
- They condemned terrorism in all its forms.
- A Memorandum of Understanding on confidence-building measures was also signed.
What followed:
- Only a few months later, in May 1999, Pakistani forces intruded into the Kargil sector, leading to the Kargil war.
- India drove back the intruders in Operation Vijay, and the conflict ended in July 1999.
- In October 1999, General Pervez Musharraf removed Nawaz Sharif in a military coup.
Other India-Pakistan agreements:
- Tashkent Agreement (1966): after the 1965 war.
- Shimla Agreement (1972): signed by Indira Gandhi and Zulfikar Ali Bhutto after the 1971 war.
- Agra Summit (2001): between Vajpayee and Musharraf, which ended without an agreement.
Why not the other options?
- ✗Indira Gandhi and Zulfikar Ali Bhutto signed the Shimla Agreement.
- ✗Rajiv Gandhi and Benazir Bhutto signed agreements in 1988.
- ✗Manmohan Singh and Pervez Musharraf held talks in the 2000s.
Quick tip
Remember: Lahore Declaration (21 February 1999) = Vajpayee and Nawaz Sharif, after the bus journey to Lahore.
