Answer: Option B — National People's Congress
Detailed Solution
The National People's Congress (NPC) is the national legislature of the People's Republic of China and, according to China's Constitution, the highest organ of state power.
Composition:
- It has close to 3,000 deputies, which makes it the largest legislative body in the world.
- Deputies are elected for a five-year term by provincial and regional people's congresses and by the armed forces.
- It meets once a year, usually in March, for about two weeks, at the Great Hall of the People in Beijing.
Standing Committee:
- When the NPC is not in session, its Standing Committee, a much smaller body of about 175 members, exercises most of its powers.
- The Standing Committee meets regularly and passes many laws.
Powers of the NPC:
- Amending the Constitution and making laws.
- Electing the President and Vice-President of China.
- Approving the appointment of the Premier and other members of the State Council.
- Approving the national budget and economic plans.
Role of the Communist Party:
- In practice, the Communist Party of China controls the NPC, and major decisions are made by the Party leadership.
- The NPC is often described as a "rubber stamp" because it rarely rejects proposals put before it.
Other important bodies in China:
- State Council: the chief administrative body, headed by the Premier.
- Politburo and its Standing Committee: the top decision-making bodies of the Communist Party.
- Central Military Commission: controls the armed forces.
- Chinese People's Political Consultative Conference (CPPCC): an advisory body that meets at the same time as the NPC.
Important decisions:
In 2018, the NPC amended the Constitution to remove the two-term limit on the presidency.
Two sessions:
The annual meetings of the NPC and the CPPCC are together called the "Two Sessions" (Lianghui).
Why not the other options?
- ✗The State Council is the executive.
- ✗The Politburo is a body of the Communist Party.
- ✗The Central Military Commission controls the military.
Quick tip
Remember: China's legislature = National People's Congress (about 3,000 deputies, largest legislature in the world).
