Detailed Solution
The national Parliament of Japan is called the National Diet, or Kokkai in Japanese.
Structure of the Diet:
- It is a bicameral legislature.
- The lower house is the House of Representatives (Shugiin), with 465 members elected for four years, unless dissolved earlier.
- The upper house is the House of Councillors (Sangiin), with 248 members elected for six years, half of whom are elected every three years.
- The House of Councillors cannot be dissolved.
Powers:
- Under the Constitution of Japan, the Diet is the "highest organ of state power" and the "sole law-making organ of the State".
- It makes laws, approves the budget and ratifies treaties.
- It designates the Prime Minister from among its members.
- The House of Representatives has more power than the House of Councillors, especially on the budget, treaties and the choice of Prime Minister.
History:
- The first Imperial Diet was established in 1890 under the Meiji Constitution of 1889.
- The present Diet was established under the post-war Constitution of Japan, which came into force on 3 May 1947.
Seat:
The National Diet Building is located in Nagatacho, Tokyo, and was completed in 1936.
Political system:
- Japan is a constitutional monarchy with a parliamentary system.
- The Emperor is "the symbol of the State and of the unity of the people" and has no political powers.
- The Prime Minister is the head of government.
Origin of the word "Diet":
The word comes from the Latin "dieta", meaning an assembly or a day's meeting, and was used for assemblies in several European countries, such as the Imperial Diet of the Holy Roman Empire.
India-Japan relations:
- India and Japan have a "Special Strategic and Global Partnership".
- Japan has helped India with projects such as the Delhi Metro and the Mumbai-Ahmedabad high-speed rail.
